The Code of Recommended Practice from Local
Authorities on Data Transparency
(Pursuant to Section 2 of the Local Government, Planning and Land
Act 1980)
With effect from 28 September 2011, a new code of recommended
practice on data transparency applies to parish councils with a
gross annual income or expenditure in excess of £200,000. The
code does not replace or supersede the existing framework for
access to information provided by existing legislation such as the
Freedom of Information Act 2000, Environmental Information
regulations 2004 and the Data Protection Act 1998. The code is
intended to ensure that the authorities which are subject to it
meet existing statutory obligations and encourages them to
proactively publicise more data to increase their accountability to
the public.

Each year the councils/meetings annual return is audited by an
external auditor appointed by the Audit Commission. Any person
interested has the opportunity to inspect and make copies of the
annual return and all books, deeds, contracts, deeds, bills,
vouchers and receipts etc. relating to them. For the year
