In addition to the formal Committees, the Council has the option to form Working Groups. Each working group sets it's own Terms and Conditions. Working Groups have no power to make decisions, but consider the relevant matters in detail and make recommendations to the Council where appropriate. Working Parties are more informal than Committee and often co-opt people from outside the Council.
